However, selected sections of water main are scheduled for replacement over the next three years.<\/p>\n<p>Q: Do we primarily fix sections as they leak?<\/p>\n<p>A: Yes<\/p>\n<p>Q: Are there any lead service lines in the district?<\/p>\n<p>A: No<\/p>\n<p>Q: Is lead solder used for any joints?<\/p>\n<p>A: Yes. Lead solder may be present in some private service line connections.<\/p>\n<p>Q: What other materials are used for joints?<\/p>\n<p>A: Leadite &amp; Rubber Gaskets<\/p>\n<p>Q: Each fiscal year we go out to bid for a contractor to install sidelines, services and for emergency repairs. How much is that contract, typically?<\/p>\n<p>A: The contract is structured around a sample service installation. Unit prices for footage and hourly labor vary each year. Total annual expenditures depend on the number of new or replacement services installed and the number of water main leaks requiring repair.<\/p>\n<p>Q: How do we detect leaks in the system?<\/p>\n<p>A: Field operators continuously monitor the system while traveling throughout the district, and residents frequently report unusual water activity. In addition, the Water Department conducts a formal leak detection program each spring. Hydrants and gate valves are also inspected and exercised annually during this period.<\/p>\n<p>Q: Does every system have some small leaks?<\/p>\n<p>A: Yes<\/p>\n<p>Q: What sections of service connections are the responsibility of the Water Department, and where does the property owner\u2019s responsibility begin?<\/p>\n<p>A: The Water Department\u2019s responsibility ends at the curb stop (the point where water service is turned on or off). The property owner is responsible for all piping and plumbing beyond that point. If a problem occurs between the curb stop and the meter, the Water Department will assist the owner with the repair. Issues occurring after the meter must be repaired by a licensed plumber hired by the property owner.<\/p>\n<p>Q: Do we ever receive water from other districts?<\/p>\n<p>A: Yes. The district maintains emergency interconnections with neighboring water systems for use during a water supply emergency.<\/p>\n<p>Q: Do we maintain services in other districts?<\/p>\n<p>A: Yes. There are 13 such accounts in total, mostly located in Marston Mills and one in Mashpee. Two properties are split between Cotuit and Marston Mills.<\/p>\n<p><strong>Frequently Asked Questions (FAQ\u2019s) -April 2022<\/strong><\/p>\n<p><em>Is the Cotuit Water Department part of the Town?<\/em><\/p>\n<p>No.\u00a0 The Water Department is part of the Cotuit Fire District, which was established as a separate entity in 1936 to provide fire and water services for our Village.\u00a0 The Fire District raises revenue from a surcharge on the Town\u2019s property tax.\u00a0 District voters determine the budget each year at an annual District meeting.\u00a0 While we cooperate with the Town on the issuance of tax bills, no Town funds are used to operate the District or the Water Department.<\/p>\n<p><em>Where does Cotuit\u2019s water come from?<\/em><\/p>\n<p>Cotuit\u2019s water is drawn from five groundwater wells located on 244 acres of land owned by the Cotuit Water District.\u00a0 Three stations are on Sampsons Mill Road, one is on Main Street, and one is on Falmouth Road (Route 28) near the Mashpee line.<\/p>\n<p><em>Who governs the Water Department?\u00a0 Who manages it?<\/em><\/p>\n<p>The Cotuit Water Department is governed by a board of three Water Commissioners elected by District voters for staggered 3-year terms.\u00a0 The Water Department is managed by Superintendent Chris Wiseman who has 36 years of experience in our department.<\/p>\n<p><em>How many households are served by the Cotuit Water Department?\u00a0 How many miles of water mains?\u00a0 How many fire hydrants are maintained?<\/em><\/p>\n<p>As of 2022 there are 2,347 water services (i.e. supply connections) in the District, 53 miles of water mains and 444 hydrants maintained by the department.\u00a0 A 2019 study conducted for the Water Department determined that 17 percent of the water supply is needed for basic fire protection; the remainder is used by residences, businesses, and irrigation systems.<\/p>\n<p><em>What are the facilities operated by the Department?<\/em><\/p>\n<p>The Cotuit Water Department operated five pumping stations, two water tanks, and a corrosion control facility.\u00a0 Its office is located at 4300 Falmouth Road (Route 28).\u00a0 The corrosion control facility mixes a lime slurry which is transported to the pumping stations and is then added to the water supply to raise the alkalinity.\u00a0 This treatment helps to prevent the corrosion of soft metals such as lead and copper.<\/p>\n<p><em>How much water is pumped annually?\u00a0 Is it a lot more in the summer?<\/em><\/p>\n<p>In 2021, the annual pumpage was 202 million gallons.\u00a0 Pumping is much higher in the summer.\u00a0 In fact, on the largest water use day (June 9, 2021) approximately 1.5 million gallons were pumped.<\/p>\n<p><em>What is the Department\u2019s budget?\u00a0 Where does the money go?<\/em><\/p>\n<p>The Cotuit Water Department\u2019s fiscal year (July 1 \u2013 June 30) operating budget runs approximately $700,000-$800,000 in recent years.\u00a0 This covers the cost of staff salaries, as well as the operation and maintenance needed to deliver high-quality water to Cotuit residents.\u00a0 There are currently five full-time employees of the Water Department.\u00a0<\/p>\n<p><em>How is the water and operations paid for?<\/em><\/p>\n<p>Cotuit water users pay for water in two ways:\u00a0 through water usage fees and a tax levy.\u00a0 Households pay water usage fees through water bills the Department sends out 2-4 times per year.\u00a0 The Town of Barnstable collects the tax levy and remits to the Cotuit Fire District (which is home to the Water Department).\u00a0 Higher volume water users pay more on a graduated rate scale.\u00a0 Typically, high volume users tend to be those with in-ground irrigation systems tied to the water supply.<\/p>\n<p><em>What is the water billing schedule?<\/em><\/p>\n<p>There are two water billing cycles per year in Cotuit:\u00a0 January through June, and July through December.\u00a0 Each home that is supplied with water from the District receives one bill in March and one in October.\u00a0 These bills cover the minimum water use per connection (10,000 gallons).\u00a0 At the end of each billing period (June and December), any connection that uses more than 10,000 gallons will be billed for the additional water.<\/p>\n<p>Please note:\u00a0 In January 2022, a rate increase for higher water usage tiers went into effect.\u00a0 To help cover operational costs for the Water Department and encourage conservation of Cotuit\u2019s sole source of drinking water.\u00a0 More details on water rates: click <a href=\"https:\/\/www.cotuitfiredistrict.org\/waterdepartment\/water-rates\/\">here<\/a>.<\/p>\n<p><em>Is the water safe to drink?<\/em><\/p>\n<p>The Cotuit water supply meets all relevant state health requirements.\u00a0 The Department tests for several regulated contaminants, including: bacteria, (E.coli, total coliform), nitrate, radioactive contaminants, lead, copper, sodium, sulfate, and now PFAS.\u00a0 Sodium levels have increased over the years, owing to residential development and road salting.\u00a0 Please refer to the annual Drinking Water Quality Report for additional details.\u00a0 These reports are mailed to each customer in the spring and are also available on the District&#8217;s website by clicking <a href=\"http:\/\/3wu0r2vavr91ojzun2xnfoc4-wpengine.netdna-ssl.com\/waterdepartment\/files\/2022\/04\/Cotuit-Water-Brochure-2021.pdf\">here<\/a>.\u00a0<\/p>\n<p><em>How often is the water tested?<\/em><\/p>\n<p>Testing frequency depends on the component being tested.\u00a0 For example, bacteria samples are taken twice a month, while testing for lead and copper occurs every three years.\u00a0<\/p>\n<p><em>What chemicals are added to water supply?<\/em><\/p>\n<p>Cotuit Water Department uses small quantities of sodium hypochlorite (chlorine) and calcium hydroxide (lime) in its water treatment.\u00a0 Chlorine helps disinfect the water from harmful bacteria that could make you sick.\u00a0 Lime is used as a water softener to help reduce corrosion in the distribution system and in your home.\u00a0 The Department does not add fluoride to the water supply.<\/p>\n<p><em>Are you on top of PFAS and other emerging contaminants?<\/em><\/p>\n<p>The Water Department began testing for PFAS before it was required by the state of Massachusetts.\u00a0 PFAS is an acronym for a suite of chemicals found in many household products and fire-retardant materials.\u00a0 Cotuit\u2019s water is below the maximum limit for PFAS in drinking water set by the state in 2020.\u00a0 The Water Department will continue to follow guidance from the state on regulating PFAS in public drinking water.<\/p>\n<p><em>Why is the spring water main flushing program needed?<\/em><\/p>\n<p>Spring flushing enables the Department to continue providing high-quality drinking water.\u00a0 Flushing helps clear naturally occurring deposits that can build up over the year and potentially affect the appearance of water.\u00a0 It is a best practice for preventative maintenance and is practiced by water suppliers all over Cape Cod.\u00a0 If you notice any temporary discoloration of your tap water during this flushing period, let the water run until clear or call the Department for more system?<\/em><\/p>\n<p>A new policy was adopted in August 2021 that prohibits any new, automatic in-ground irrigation systems to be connected to the public water supply.\u00a0 Homeowners may install a system that is connected to a private well.\u00a0 The full policy is available <a href=\"http:\/\/www.cotuitfiredistrict.org\/waterdepartment\/files\/2022\/07\/Irrigation-Policy-Amended-09.22.21-FINAL-3-signers.pdf\">here<\/a>.<\/p>\n<p><em>How is the water supply protected from vandalism or terrorists?<\/em><\/p>\n<p>Cotuit\u2019s five pumping stations are secured facilities with measures including industrial locks and double gating.\u00a0 Security cameras are placed at all pumping stations and water tanks.\u00a0 The cameras are connected to our office by fiber optic cables for ease of monitoring.\u00a0 There are conservation restrictions in place to protect the land surrounding the five public wells.\u00a0 Additionally, Cotuit has emergency response plans if water related vandalism or terrorist attacks were to occur.\u00a0 State regulations require these plans to be reviewed annually and updated as necessary.<\/p>\n<p><em>Are we protected if the system fails?\u00a0 Where would we get water then?<\/em><\/p>\n<p>The Cotuit Water Department has several mechanisms in place to monitor for, prevent and respond to any system failures.\u00a0 Water personnel visit each pump station every date.\u00a0 There are automated alarms to alert the department of mechanical issues.\u00a0 The Department maintains two water towers with 800,000 gallons of elevated storage, each of which could supply the entire District for a time if necessary.\u00a0 We also have four interconnections with surrounding districts (Mashpee and Centerville-Osterville-Marstons Mills) in case water was needed from another source.\u00a0<\/p>\n<p><em>What can I do if I don\u2019t like the way the water tastes or looks?<\/em><\/p>\n<p>Any perceptible reduction in quality should be reported to the Cotuit Water Department (508-428-2687).\u00a0 Some households choose alternative water delivery systems like private wells.\u00a0 Some homeowners may also choose to install an In-home filtration system.<\/p>\n<p><em>Has the Water Department taken steps to protect against Cyber Threats?<\/em><\/p>\n<p>Yes.\u00a0 In 2018 the Water Department upgraded the existing radio system to a closed fiber optic system with 2 factor authentication for system access.\u00a0 The antiquated hardware and software were removed and replaced with appropriate equipment and security programs to operate the systems.\u00a0 The system was further enhanced with an upgraded firewall, which is updated periodically.\u00a0 The upgrade was a robust improvement providing enhanced security and access to the SCADA system, which controls the wells and tanks, specifically to address these cyber
