The monthly meeting of the Board of Water Commissioners was held at the office at 5 PM with all members present. Superintendent Chris Wiseman was also present.<\/p>\n
The February minutes were approved.<\/p>\n
The warrants were signed.<\/p>\n
Coliform testing results for February were \u201c0.\u201d\u00a0 MTBE results were \u201c0\u201d at all stations.<\/p>\n
The following information was included in the Superintendent\u2019s report:<\/p>\n
PUMPAGE<\/span><\/p>\n February Pumpage\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0 2012 – \u00a0 6,204,000 \u00a0 \u00a0 2011 –\u00a0 <\/strong>7,644,000<\/p>\n \u2026\u2026\u2026\u2026Work is nearing completion on the pump and motor problem at Station #5.<\/p>\n \u2026\u2026\u2026\u2026The leak detection program has been completed.\u00a0 A total of three leaks were found and repaired.<\/p>\n \u2026\u2026\u2026\u2026Mr. Wiseman and Horsley & Witten rep. Tom Lee toured the Stratford Ponds treatment facility.<\/p>\n \u2026\u2026\u2026\u2026Merithew Co. conducted tank inspections on 3\/9\/12. Status reports are forthcoming.<\/p>\n The roadway paving bid opening was held with nine bidders participating in the opening.\u00a0 The Lawrence Lynch Co. was low bidder with a bid of $208,259.50.\u00a0 Chairman Rick Kiely signed the Letter of Intent to Award.<\/p>\n Weston & Sampson\u2019s engineering design agreement for security improvements to the department\u2019s facilities was reviewed.\u00a0\u00a0 Mr. Barnicle made a motion to authorize Bruce Adams, from Weston & Sampson, to prepare the engineering bid documents. Mr. Kiely seconded the motion and it was so voted. Chairman, Rick Kiely signed the agreement.<\/p>\n The agreement from Tata & Howard to prepare and file the Water Management Act Permit Amendment was discussed.\u00a0 Mr. Barnicle made a motion to enter into the agreement as we are working under an interim permit at the present time.\u00a0 Mr. Calise seconded the motion and it was so voted.\u00a0 Chairman,<\/p>\n Rick Kiely signed the agreement.<\/p>\n Mr. Kiely informed the Board that he had reviewed and signed The \u201cMemo of Understanding\u201d agreement on the 671 Main Street Project. He noted that this agreement does not affect our easement rights in any way.<\/p>\n Discussion continued on the need for updates to the current personnel policy. A proposal from Warren Rutherford\u2019s firm \u201cThe Executive Suite\u201d was reviewed. Mr. Barnicle made a motion to accept Mr. Rutherford\u2019s proposal.\u00a0 Mr. Calise seconded the motion and it was so voted.<\/p>\n No action was taken on the subject of Open Cape and their proposal to install fiber optics in Cotuit.\u00a0 Mr. Kiely will speak with the Fire Chief about his position on the subject.<\/p>\n The 2013 budget and five-year capital improvement program were discussed.<\/p>\n Mr. Kiely informed the Board that, sometime in the near future, the Town of Barnstable will propose to install solar panels on an 11-acre piece of land next to the Mosswood Cemetary.
