Water Commissioners – May 6 2016 – meeting minutes

The special meeting of the Board of Water Commissioners was held at Freedom Hall at 1:00 p.m. Chairman Barnicle, Commissioner Campbell and Commissioner Mastro were present, as was Superintendent Chris Wiseman.

Also in attendance was Andrew Casey from GreenSeal Engineering.

The warrant was reviewed and signed.

Andrew Casey presented an overlay map for review by the board, and the board clarified their goals and concerns as they discussed several options for the proposed solar project.

Superintendent Wiseman provided information given by legal counsel, Mark Boudreau, with regard to the project.

Andrew Casey will invite both Borrego and SunEdison to submit new proposals that meet the objectives discussed at this meeting (size, location, Megawatt production). Once they have a proposal that meets their objectives, they will make a vendor recommendation, meet with the district and the Cape Cod Commission to move forward with the project.

Commissioner Campbell left the meeting at 2:00 p.m.

Chairman Barnicle then opened the meeting to public comment and address two questions raised by Ms. Amy Kates. Mr. Barnicle was invited to attend the Prudential Committee meeting to be held on Monday, May 9th at 4:00 p.m. to review the proposed Water Department Salary increases. He also recapped a conversation he had at the last meeting with Jessica Rapp Grassetti regarding the Cellular Project. Ms. Grassetti asked about the location of the new proposed tower, and Mr. Barnicle responded that it would be located 200 feet off of Main St.

The meeting adjourned at 2:07 p.m.
