FREEDOM HALL INTERIOR PAINTING

Barnstable County, on behalf of the Cotuit Fire District Prudential Committee is requesting written quotes for interior painting at the Freedom Hall, 976 Main Street, Cotuit, MA

Written quotes will be received at the Office of the County Commissioners, Purchasing Division, Superior Courthouse, PO Box 427, 3195 Main St, Barnstable, MA, 02630 or electronically to:edavis@barnstablecounty.org All quotes are to be received no later than September 24, 2013 at 10:00AM. No exceptions allowed.

The Cotuit Fire District Prudential Committee reserves the right to accept or reject any or all quotes, to waive any informality contained therein, and to award the contract as decided to be in the best interest of the District.

Contractors shall be required to comply with all applicable Massachusetts General Law Chapter 149, and all other applicable Massachusetts General Laws.

The Cotuit Fire District fully complies with federal, state, and local laws and directives governing equal opportunity, affirmative action and non discrimination in all county activities and actively solicits bids/proposals from MBE/WBE businesses in accordance with District policy.

All bidders shall be required to provide Certification of Occupational Safety and Health Administration (OSHA) Training in accordance with Massachusetts General Law 30: Section 39S, as amended by Chapter 306 of the Acts of 2004, effective 7/1/06.

A weekly certified payroll submittal shall be required of the successful bidder in accordance with MGL C149, S27B. No payments will be made by the District until all payroll information necessary for the District to determine compliance with prevailing wage law requirements for the time period of the payment request have been submitted. The Contractor shall not discriminate with regard to the personnel employed on this project on the basis of race, color, creed, national origin, gender, sexual preference, handicap or age. Prevailing Wage Rates apply to this project.

A pre-bid site visit meeting shall be held on September 13, at 10:00 am at the project site, Freedom Hall, 976 Main Street, Cotuit, Massachusetts 02635.

Prudential Committee

Prudential Committee meetings are conducted in compliance with the Massachusetts Open Meeting Law (M.G.L. Chapter 30A, Sections 18-25).

 For  meetings of the Prudential Committee, there shall be a reasonable period of time for public comment prior to the Committee commencing its discussions and deliberations. The public does not participate in Committee discussions/deliberations.

No person shall address a meeting of a public body without permission of the chair, and  all persons shall, at the request of the chair, be silent. No person shall disrupt the proceedings of a meeting of a public body. If, after clear warning form the chair, a person continues to disrupt the proceedings, the chair may order the person to withdraw from the meeting and if the person does not withdraw, the chair may authorize a constable or other officer to remove the person from the meeting.”

Fire Commissioners Nailor made a motion to accept the minutes of Fire Commissioners Meeting of March 14, 2013, seconded by Fire Commissioner Mycock, motion carried. Fire Commissioner Field was did not vote was not present at the March 14, 2013 Fire Commissioners Meeting.

Fire and Rescue activities have increased approximately 53 calls from last year.

Budget:

Fy 13 Budget is still has been completed and being prepared to the Fire Chief from Treasurer.

New assistant treasurer will furnish budget at next meeting.

Fire Chief is concerned with ambulance, looking to replace one year sooner then estimated time frame.

Personnel:

Fire Chief asking permission of the Fire Commissioner to hire two additional Call Firefighters for a total of 10 Call Firefighters.

Fire Commissioner Mycock made a motion to hire two additional Call Firefighters as soon as possible.

Fire Commissioners Mycock is concerned with making sure that all call firefighters is getting enough time on the job to utilize them more.

Letter will go out to the Union to start contract negotiation in September 2013 from the Board of Fire Commissioners.
Firefighter Shane Clark will be at the Massachusetts Firefighting Academy starting his nine-week program in September 2013.
Fire Chief would like the Board of Fire Commissioners bring forward to the union a possible provisional position until Firefighters return to work from Academy, sick leave and Line of Duty Injury.

HVAC units:

Needs to be replaced in the near future, looking for bids on the HVAC and make up of a new system- in process

Apparatus:

Ambulance 262 -needs to be replaced next year, will study this with a proposal on going

Executive Session:

Call to order

 Vote to go into executive session for the purpose of conducting a strategy session in preparation for negotiations with nonunion personnel (Assistant Treasurer).

Interview applicants for position of Assistant Treasurer.

At approximately 7:00 PM, return to public session for the purpose of interviewing candidates for the position of Assistant Treasurer.
